The Public Health Impact

Arizona consistently ranks near the bottom in the nation for mental health access, provider availability, and treatment outcomes.  This highlights the urgent need for innovative solutions that expand access to care.

At the same time, the mental health workforce is under growing strain. Increasing numbers of therapists and psychiatric prescribers are leaving insurance panels due to low reimbursement rates and administrative burdens, making it harder for patients to find providers who accept their insurance.

Arizona currently meets only about 40% of its mental health workforce need, and nearly 3 million residents live in communities without enough mental health professionals.

The consequences ripple throughout our communities and healthcare system:

  • Arizona spends over $163 million each year on behavioral-health crisis services, including hotlines, crisis response teams, and stabilization facilities.

  • Individuals with chronic mental illness who cycle through crisis systems can cost around $73,000 per person annually in healthcare and related services.

  • Nationwide, mental-health–related emergency room visits cost more than $5.6 billion annually.

  • Psychiatric patients in crisis can wait days in emergency rooms for an inpatient bed, with documented cases in Arizona exceeding 50 hours on average due to shortages in psychiatric beds and community resources.

  • Suicide remains a leading cause of death in Arizona.

These realities reflect a system forced to respond after a crisis occurs, rather than preventing crises through early and consistent treatment.

The Paperflower Foundation addresses this challenge through a public health–oriented access model designed to stabilize both patients and the mental health workforce. By bridging financial gaps that interrupt care, the model helps people stay connected to therapy, psychiatric treatment, and medications while supporting the therapists and psychiatrists who provide care across Arizona communities.

Investing in early access to mental health care is one of the most effective public health strategies for improving outcomes across the state.

Our goal is to help move Arizona toward stronger mental health access by expanding treatment availability and reducing financial barriers to care.

Sofia is a registered nurse in the ICU who has dedicated her career to caring for others. After years of a demanding schedule coupled with emotional weight of her work, she found herself experiencing crippling burnout. She made a difficult decision to step away from her job. With that decision, she lost her health insurance. 

 

Without coverage, her weekly therapy became unaffordable. And she needed it. She'd been grieving the loss of her sister to an overdose while trying to keep everything together. On top of that, she found herself unable to complete her graduate program. Work stress, grief, and family responsibilities had piled up until she could barely see a way forward.

 

She's currently looking for work and trying to finish her graduate program. Years of work in healing fell through the cracks. She still has no access to the mental health care she desperately needs.​
